The Committee on Education of the regional Legislative Assembly approved the candidacy of Yulia Rasnyanskaya for the position of the Commissioner for Children’s Rights in the Vladimir region. Extraordinary meeting was held on May 11, deputies voted for the only candidate unanimously.
In her opening remarks, Julia Rasnyanskaya said that she would focus on family issues, as the family is the beginning of all beginnings, and the President in his message to the Federal Assembly called to support families in difficult circumstances. The candidate also listed priority issues: payment of alimony, control of children’s summer recreation, quality of nutrition in schools, children with rare diseases receiving expensive medications.
Yurya Rasnyanskaya agreed with the deputies that the issues of anti-terrorist protection of schools also deserve special attention. Vyacheslav Kartukhin, vice-speaker of the regional Legislative Assembly, asked if the future ombudsman would have a third child. “Children are from above,” answered Yulia Rasnyanskaya.
In her autobiography the candidate for the position of children’s ombudsman wrote the following:
“I, Julia Alexandrovna Rasnyanskaya, was born on November 28, 1980 in the city of Melenki, Vladimir region, Russian. My father Ermilov Alexander Vasilyevich, born in 1951, has a higher education, worked as a civil engineer. Mother Ermilova Lyudmila Nikolaevna, born in 1951, higher education, worked as a teacher of Russian language and literature. At the present time the parents are retired, living in the city of Melenki.
In 1998 she graduated from secondary general school ¹ 4 in the city of Melenka. In 2003 she graduated from the Vladimir State Pedagogical University, Faculty of History. Received specialization as a teacher of history and foreign language (English). In 2006, she defended her dissertation “The Indian Diaspora in South Africa: a movement for socio-political rights” for a degree of Candidate of Historical Sciences.
In 2015, she received her second degree (with honors) from the Department of State and Municipal Administration at the Vladimir Branch of the Russian Presidential Academy of National Economy and Public Administration (RANEPA). Since 2002 began working in the Youth Affairs Committee of the Vladimir city administration. In 2003 I went to work in the Youth Policy Committee of the Vladimir region administration. Since 2008, I’ve been working in the Legislative Assembly of the Vladimir region. At the present time I replace the post of head of department on interaction with public organizations of management on information work and public relations.
The list of duties includes: assistance in the activities of the Public Chamber of the Vladimir region, the Youth Duma in the Legislative Assembly of the Vladimir region, providing advice, information and organizational assistance to the deputies of the Legislative Assembly in the interaction with community organizations, the preparation of normative legal acts in the field of protection of motherhood and childhood, the implementation of the regional educational project “School of young lawmakers.
I also teach at the Faculty of Social and Humanitarian Disciplines of the Russian Presidential Academy of National Economy and Public Administration with the rank of Associate Professor. I teach the history and ethics of public service. I am constantly raising my professional level, taking part in advanced training courses. Awarded a Diploma of the State Duma apparatus of the Federal Assembly of the Russian Federation, Acknowledgement of the Vladimir region administration, Gratitude and Certificate of Merit of the Legislative Assembly, Honorary Diploma of the Commissioner for Children’s Rights in the Vladimir region. I am a member of the Board of the Vladimir Regional Public Charity Fund to Support the Protection of Motherhood and Childhood with “MAMA”, a member of the Board of the Public Organization “Vladimir Regional Women’s Union”. Married, I raise two children: a daughter and a son born in 2015 and 2017″.
