Prosecutor’s Office Demanded to Cancel the Ban on Criticism of the Head Doctor

The head of the medical institution is still on vacation

Employees of the emergency department of the city hospital in Raduzhny received a response from the prosecutor’s office of the Vladimir region. They complained that head doctor Lyudmila Zhukova had introduced a “Medical Worker’s Code of Professional Ethics,” according to which subordinates were forbidden to criticize the management of the medical institution and their colleagues. However, there was no collective discussion of the document.

Prosecutor’s office and State Labor Inspectorate conducted a check on the fact and came to the conclusion that the code was adopted in violation of labor law. The department demanded from Zhukova to cancel this internal document. 

“However, in violation of the law, the local normative act was adopted without taking into account the opinion of the elected body of the primary trade union organization that represents the interests of all or most of the employees.

Due to the revealed legislation violations on 06.09.2021 a prosecutor’s office brought a protest to the order of the chief physician of the State Budgetary Institution “City Hospital of Raduzhny of Vladimir region” of 07.05.2021 № 273, which is under consideration”, – said in the response of the prosecutor’s office, available to ProVladimir. 

It is not yet known how the manager reacted, she is currently on vacation, told ProVladimir nurse Irina Fedotova.
Recall that in early August, the ambulance staff wrote an open appeal to Governor Vladimir Sipyagin, asking him to intervene in their conflict with the chief physician. The paramedics claimed that they were not paid for coronavirus and were forced to work in poor conditions. 

In the end, the medics received their entitlements in the amount of 750 thousand rubles. Major repairs began in the hospital building itself, and the emergency department was temporarily moved to an inpatient building near the cadet corps. There, according to Fedotova, the conditions are much better. But there is a disadvantage – there are no covered ambulance parking spaces, which means that with the onset of cold weather there may be problems.
