Murom city court found the former chairman of the city committee for the development of the consumer market, Anna Shishkina, guilty. The 49-year-old woman was convicted under articles of abuse of power and attempted fraud with the use of official position. Also the former director of the municipal market was convicted. Victor Pavlov, 55, was convicted of attempted fraud.
From October 2017 to April 2018, the woman received 1.2 million rubles from a local businessman for changing the scheme of placement of non-standard trade facilities. Thus, the scheme included new areas where trade was allowed.
On October 4, 2019, the market director and the official tried to get 115 thousand rubles from the businessman, deceiving the woman that the planned place for trade was under the jurisdiction of the municipal market.
The official was sentenced to two and a half years probation with deprivation of the right to hold public office for two and a half years. The former head of the market was sentenced to a fine of 300 thousand rubles and a ban on holding positions in municipal enterprises for a year and a half. Taking into account the time spent in custody and house arrest, the man was reduced to a fine of 100 thousand rubles. The sentence has not entered into legal force.
The case was investigated by employees of the regional Investigative Committee with representatives of the regional department of the FSB. Initially, the amount of damage caused to one of the victims was estimated at 2.3 million rubles.
