Irina Abramova, head of the Tolpukhovskoe municipal administration, was found guilty under the administrative article “insult committed by a person holding a state or municipal office or a position of state civil or municipal service, in connection with the exercise of his authority”. The Sobinka city court issued a ruling to that effect.
Recall, in February 2021, a member of the Council of People’s Deputies from the LDPR Andrei Boikov received on his deputy request boorish illiterate answer from Abramova, consisting of literally one paragraph:
“Dear deputy from electoral district 21, before you write your appeal please read Federal Law 131 “On General Principles of Organization of Local Self-Government” from 06.10.2003. Perhaps your outlook will broaden”.
On April 27th the resolution about the administrative punishment – a fine in the amount of 50 thousand rubles – was pronounced.
“She admitted her guilt in violation of the law, but did not repent. She justified her offensive behavior by the fact that she acted according to her conscience,” said Boykov.
Before that, Irina Abramova was obliged to pay another five thousand in another case – “violation of the order of consideration of citizens’ appeals”, she also did not admit her guilt. The LDPR deputy said he was satisfied with the decision and hoped that it would make the head of the municipal administration “comply better with the legislation of the Russian Federation and the rights of citizens.
In a conversation with ProVladimir, Andrei Boikov said that there were no sanctions or complaints against him after the unusual response was made public. He added that at both hearings Irina Abramova was very calm, but did not stay for the hearing of the court decision.
