Vladimir Federal Penitentiary Service Told About Mortality of Prisoners With HIV Infection

Forty-three such patients have died in the last five years

According to the regional Department of the Federal Penitentiary Service, by the end of 2021, there were 735 patients with HIV infection and 168 people with open form of tuberculosis registered in penitentiary institutions of the Vladimir region. In 42 cases, inmates had a combination of these two diseases. Such patients are extremely difficult to treat.

When asked about mortality from AIDS, the agency said that over the past five years, 43 people with human immunodeficiency virus have died in the institutions of the Federal Penitentiary Service. Eight of them died in 2021. All in all, 18 citizens in the region died of the consequences of HIV last year, the regional “AIDS Center” told ProVladimir. Patients find themselves in the most vulnerable situation upon entering and leaving detention facilities. During such periods, citizens may be without therapy for months.

The medications for convicted patients are purchased under the same budget line as for the patients “outside. According to official information, it turns out that the provision of drugs for such patients in penitentiary institutions is better than outside such places. The Federal Penitentiary Service states that to date, absolutely all prisoners with HIV receive antiretroviral therapy. In general, 89% of the patients in the region are provided with such treatment. Some patients with good immunity indicators in Russia are not prescribed therapy.

By the end of 2021 there were 4696 HIV-infected people registered in Vladimir Region. During the entire period of observation 1721 people died, including 654 Vladimir citizens from consequences of immunodeficiency virus.
Over the last 20 years the age statistics of HIV-infection patients has “turned upside down” in the region. If in 2001, 83% of patients at the time of detection of the virus were under the age of 29, now 76.3% of new cases are patients over 30. Specialists also note that sexual routes of HIV transmission are becoming more frequent.

The share of intravenous drug use has dropped to 34%. More and more often HIV is detected in socially well-to-do segments of the population. In 2021 74 children were born in the region from HIV-positive mothers. The regional AIDS-center does not report how many of the babies were unhealthy (this requires long term observation), but it is known that with therapy there is 98,3% chance of giving birth to a healthy child.

The number of HIV tests in Vladimir Region in 2021 amounted to 357 thousand, which is 20% more than last year. Testing revealed 455 new patients, which is 10% more than in 2020. It can be assumed that HIV detection rate was influenced by the increased popularity of blood testing during the pandemic and involvement in testing of people who had not been tested for a long time before. The AIDS Center did not comment on the relationship between the number of tests performed and the number of cases detected.
